This was posted a while back. A very nice model by Metro Novelty, UK. I don't recall any American handle bar toys except the little propellers but there must have been some. Any one have any?

Bicycle Handle Bar Airplane toys

I have a fairly recent bike airplane by Schylling out of Salem MA, it is light plastic and it has a big red prop that spins. I haven't attached it to my bike yet because it looks so fragile.
