Plastic Flying Boat I.D. 1930'S

Hi, I'm a new member, so please excuse my ignorance. I have a sizeable collection but not much of it in plastic. I bought this hard plastic flying boat toy yesterday at a swap meet and would like to know more about it. The horizontal tail is missing and I would like to make a replacement - having a reference pic would be handy.
It's about 9 inches square , or about 230mm. I'm in Melbourne, Australia, if that makes any difference.

It's similar to some toys Ideal produced, but there are pretty substantial differences at the same time. Here's another thread on the site that provides more detail on the Ideal toys:
