This toy was made in Japan, but pay homage to the Napoli Aero Club (Naples Air Club). A really cool toy!

Do you have any information on Dott.GR? I have a feeling it's some Italian importer/distributor but I would like to know more.

I really don't know anything about the manufacturer. This helicopter says "Made in Japan" directly underneath the DoTT G.R. Logo. Here's a depiction of the logo itself:

There's another toy, a train, referenced on the Dockerill website that has "Napoli" on one of the cars. It certainly seems that some sort of Italian connection exists.
